New publication on wind energy auctions in Germany

In the special issue of the journal Energy Policy on “Renewable energy auctions – past, present, and future”, the publication “Evaluating the German onshore wind auction programme: An analysis based on individual bids” (authors: Taimyra Batz Lineiro, Prof. Dr. Felix Müsgens) was published.

Selected core results of the analysis are:

  • Realisation rates have been low so far – less than 50% of the awarded projects have been built.
  • Secondary goals (such as stakeholder diversity) are difficult to translate into design elements and are thus even more difficult to achieve.
  • Lack of competition has been a major factor in keeping subsidies high.
  • Auction design has reinforced the advantages of large developers.
