Martin Lienert is partner and founding shareholder of r2b energy consulting and served as the company’s managing director until 2019.

At r2b, he is responsible for the (further) development and application of our Stochastic European Energy System Model (SESAM), which is regularly used both for analyses to evaluate policy measures and for numerous corporate projects. Martin has been active in quantitative policy consulting for 20 years and is recognized throughout Germany and Europe as an expert on energy industry issues. This includes numerous groundbreaking studies and expert reports on issues relating to the phase-out of nuclear energy, the market integration of renewable energies, market design (EOM 2.0, security of supply, market splitting), the phase-out of coal and the role of combined heat and power, as well as the European negotiations on the Clean Energy Package (CEP). He also oversees our models for decentralised supply-dependent electricity generation and our comprehensive European weather databases.

Martin regularly advises energy suppliers and industrial companies on the strategic implementation of the energy transition, drawing on his many years of expertise in dealing with energy industry data and models. Key topics here include: the analysis of innovative investment options (flexibilization and marketing of assets), renewable energies and storage technologies, and the supply and planning of heating networks (especially combined heat and power). He also supports companies in setting up and developing analysis departments.

As an expert witness, Martin regularly advises in legal proceedings. These include arbitration proceedings, antitrust proceedings and proceedings in disputes with the regulator.

Prior to this, Martin spent many years conducting research and providing consulting services at the Institute of Energy Economics at the University of Cologne (EWI). He studied economics and political science at the Universities of Bern and Toulouse, specializing in theoretical industrial economics and game theory, general equilibrium theory, econometrics, international relations and democratic theory.
